June is dog license month in Town Clerks’ offices throughout the state, and the West Hartford Town Clerk’s Office mailed reminders to over 3,000 dog owners, urging owners to make their pets “legal.” Town Clerk Essie Labrot says that according to state law, all dogs over 6 months of age must be registered and receive a dog tag annually.  The numbered tag serves as identification for any pet that may wander away from home.  The annual cost for dog licenses is $19.00 for unaltered animals and $8.00 for neutered or spayed animals. In addition, all dogs must be vaccinated against rabies. If the rabies certificate has expired prior to renewal, please include an updated certificate from the veterinarian in order to register your dog. If a pet is being licensed for the first time and has been neutered/spayed, a certificate from the vet must also be presented. Applications for dog licenses may be made through the mail or in person at the Town Clerk’s Office, Room 313, Town Hall, 50 South Main Street. Hours are Monday 8:30-4:30, Tuesday 7:30 – 4:30, Wednesday 8:30-4:30,Thursday 8:30 – 7:00 pm. And Friday 8:30 - NOON.  For mail in service, please include a self-addressed stamped envelope.

The office of the Town Clerk is the oldest in American History. It was created with the landing of the early settlers in America and serves as a direct link between the citizens of the community and their government. Every town and city in Connecticut has a town Clerk who serves in the role as: custodian of official public records; communicator of public policy; organizer of public business; recorder of the community's history, performer of many varied tasks that assist in the smooth operation of local governance.

Our office is the central hub of local government, linking citizens with the documentation of their town’s business and events. In addition to the Land Records, Vital Statistics and other records, the Town Clerk is also designated as the Council Clerk. In this capacity, the Council Clerk serves as the official secretary at Town Council Meetings and Public Hearings, and is the certifying official on municipal documents.

We connect with over 50,000 customers by phone, mail or in person each year; are second only to the Tax Department in revenue collection (between $1,000,000 and $2,000,000 each year); and process over 24,000 transactions a year.

Your Town Clerk’s office has entered the twenty-first century embracing the technology age. Our state of the art computer system allows for documents to be indexed and scanned making the information immediately available to the public through computer terminals. This system also links revenue and other functions within the office.
Our office is continuously striving to provide courteous and efficient services to our citizens and taxpayers through the most modern and cost-effective methods available. Please visit us on our web site or in person – we look forward to assisting you!
